Get Live Stream Status

Poll live stream status by playback IDs (publishable key auth).

For Mux streams, the playback ID is the Mux live playback ID (stable, never mutated). For LiveKit streams, the playback ID is the room name (also stable, used as live_playback_id). Both providers use the same live_playback_id column, so this endpoint works unchanged.
