Get Viewer Token
Return a short-lived LiveKit viewer JWT for an active stream.
Called by SDK clients when a LiveKit live item becomes the active cell. Returns 400 for Mux streams, 409 if stream is not currently active. Atomically increments total_views on each successful token issuance.
