Start Live Stream
Mark a WebRTC live stream as active and auto-publish it.
Call this after the WebRTC publisher has successfully connected and begun publishing tracks. For RTMP/HLS streams this is handled automatically by the ingress_started webhook; for direct WebRTC publishes the client must call this endpoint explicitly.
