Pause subscription billing

Pauses billing for a 30/60/90 day window. Eligibility: rolling 6-month cooldown anchored on the org's last_paused_at.

Pause subscription duration. The cancel modal's RadioGroup posts one of these enum variants verbatim — no integer parsing at the API boundary, the type is the contract.
