Event history timeline

Lifecycle changes for a specific event. Requires Pro+ plan.

change_type values include created, severity_change, lanes_change, end_time_change, estimated_end_time_change, archived, stale_sweep, and expired. The last three all mean the event is no longer active — see archive_reason on the TrafficEvent schema for the distinction.
