Get Intervention Usage
Returns the org's monthly ReasonBlocks intervention count against its plan cap. Used by the dashboard's Billing page to render the "X / 50,000 used" meter and (when days > 0) by the Usage page for the per-day chart.
Source of truth lives in rb-api (it owns monitor_steps); we proxy here so the browser only ever talks to /api.
