Erp Fde Set Organization Modules

Set an organization's visible ERP modules (FDE-only).

Only FDE-eligible staff may configure an org's module sidebar. Regular FDEs must hold a grant for the target org; Super FDEs may configure any org. Clients (non-FDE users) cannot reach this endpoint.
