Gets user entered notes at form level, horse level and race level.
            
            Available to Starter subscriptions and up.

## Query parameters

- `startDate` string, date-time, required
- `endDate` string, date-time, required
- `noteType` 0 | 1 | 2 | 3 | 4
- `apiKey` string, required
