List accounts

## Query parameters

- `search` string — Search string to find accounts
- `type` string — Whether the account is for a user or an org
- `role` 'owner' | 'member' — An enumeration.
- `page` integer — Page number starting from 1
- `per-page` integer — Number of items per page
