Force TTL expiry check

Triggers a one-shot TTL expiry check. Identifies stacks with expired TTL policies and initiates their destruction. Stacks with active commands are skipped.

Side effects: This endpoint destroys infrastructure. Any stack whose TTL has expired will have all its resources destroyed. This is irreversible.
