Run Clustering

Reject the retired manual clustering agent endpoint.

The supported production path is event-driven: LLMAJ stores a not-pass verdict, enqueues inference_cluster_refresh, and the worker updates InferenceCluster rows for the project/model variant scope.

Args: request: FastAPI request (required by rate limiter). auth: Authenticated user.

Raises: HTTPException: Always raised with 410 Gone.
