Codex Session Savings

Return cumulative routing savings for one Codex session.

Args: session_id: Codex session id (the request prompt_cache_key). auth: Authenticated request context; the billing team it resolves is applied as the read scope so sessions are not cross-team readable.

Returns: Cumulative savings for the session, or a found=False payload when nothing has accumulated.
