Twilio Payment Audio
Serve a whitelisted agent-voice payment prompt to <Play>/Stream.
The optional p/v/m query params select the campaign voice the bot registered at park time; absent params fall back to the env voice. Only whitelisted prompt names and authorized (registered or env) voices are ever rendered, so caller-controlled input can't reach the TTS APIs.
