`POST /v1/offboarding-checklist/template`

Create an offboarding checklist template item so administrators can track required steps for departing workforce members.

## Request body

- CreateTemplateItemDto
  - `title` string, required — Checklist item title
  - `description` string — Guidance text for the admin
  - `evidenceRequired` boolean — Whether evidence upload is required
