List Conflict Scans
Return, per day, when the conflict scan last ran for an agent.
The scan time is the mtime of the per-day conflicts JSON, which is (re)written on every scan and every resolution. The UI uses this to flag days whose memories were stored after the last scan (possibly unreviewed).
