Discover evaluation endpoints

Lightweight discovery endpoint. Evaluation datasets are namespace-scoped and evaluation runs are retriever-scoped, so both live under /v1/retrievers/... rather than a top-level /v1/evaluations/{id}. This endpoint exists so a bare GET /v1/evaluations returns the real endpoint map instead of a hintless 404.
