Reveal Property Contact

Reveal a contact for a property: write the property_contacts row AND its cost_ledger spend row in ONE transaction (db.reveal_contact) — never a contact with no charge nor a charge with no contact. kind must be phone|email|owner|address (a CHECK rolls the whole reveal back).
