Generate XML sitemap for search engines.

Includes:
- Static pages (home, explore, pricing, tutorials)
- Public character pages (if include_characters=true)

Respects character visibility - only public characters are included.

## Query parameters

- `include_characters` boolean — Include public characters in sitemap
