Send update code

Begin a two-step phone number change flow by requesting a verification code.

This endpoint starts verification only; it does not immediately change the stored phone number.

Flow:

1. Call this endpoint with the target phone number.
2. Read the verification code sent to that phone number.
3. Call PUT /user/account/phone-number to verify and complete the update.
