Create vlan interface in the device

## Request body

- BfdEntry
  - `instance` string — Instance name running BFD session
  - `remoteIp` string — Remote IP
  - `sourceIp` string — Remote IP
  - `interval` integer — Tx interval between BFD packets(in microseconds)
  - `retryCount` integer — Retry Count to detect failure

## Response `204`

OK

- `400` — Malformed arguments for API call
- `401` — Invalid authentication credentials
- `403` — Capacity insufficient
- `404` — Resource not found
- `409` — Resource Conflict. BFD session not found
- `500` — Internal service error
- `503` — Maintenance mode
