Api Accounts Signup Allowlist Retrieve

GET /api/accounts/signup-allowlist/ — live read-out of both allowlist SETs (emails + domains) plus the current lockdown flag.

Mutations go through PlatformAccountActionsView (allow-signup and revoke-signup-allow actions). This view is read-only.
