Create a webhook

## Request body

  - `metadata` WebhookResourceMetadata
    - `webhook_url` string, required — Valid HTTPS endpoint to be notified upon event(s) occurring
    - `events` WebhookEvent[], required — Subscribed events that trigger a notification
    - `name` string, required — Display name for webhook subscription
    - `description` string — Description for the webhook subscription
    - `site_ids` ResourceId[], required — List of site IDs corresponding to the webhook Each site ID is the unique identifier for each property. You can specify any number of site IDs in this array.

  - `created` string — Date and time at which the resource was created
  - `last_modified` string — Date and time at which the resource was most recently modified

- `400` — Bad Request The request either lacks certain attributes or contains malformed/invalid attributes.
