Create Workflow

Stores a workflow config present in the workflow system. It typically contains configuration fields, ids of nodes and edges that make up the workflow. When the type is WorkflowConfigFullyHydrated, it contains all the information needed to execute the workflow, including the configuration fields, ids of nodes and edges, and any other runtime information.
