Get the current "Tipping Pool" - sum of all cached account balances (public, no auth).
- Represents the total USDC currently held across all Grove CDP wallets.
- This is the "war chest" available for tipping right now.
- Balance is cached; actual on-chain balance may differ slightly.
- Filterable by token symbol (default USDC).
