Lists participating eCash partners for the specified program code.

- GetECashPartnersResponse — Get ECash Partners Response – Contains the list of eCash partners (retailers) for a specific account.
  - `partners` Partner[], nullable — The list of eCash partners (retailers).

    - `partnerName` string, nullable — The display name of the eCash partner (retailer).
