Sends an email to the user who signed the service agreement to inform them that their service is live

This endpoint will send an email to the user who signed the agreement with GOV.UK Pay for the service informing them that their service is now live.The email address used is the email address of the user provided to the [POST /v1/api/services/{serviceExternalId}/govuk-pay-agreement] endpoint.
