ReconcileBilling

Reconciles billing state for an organization.

Use this method to:

• Ensure billing state is up-to-date with external providers (Stripe, Metronome)
• Sync organization tier based on active contracts
• Update credit status and payment failure state

Call this when the user navigates to the billing page to ensure they see the most current billing information.
