Sms Testing Slack Interactivity

Slack sends button clicks as x-www-form-urlencoded with a single payload JSON field. Staff in #kalebs-korner approve/reject here; we verify Slack's signature and apply the review inline (fast), but push the requester email and Slack message edit to background tasks so the ack isn't held up by SQS/Slack round-trips.
