Pause or Resume Edition Transitions

GLOBAL hiatus lever (D-03/D-12): pause (paused=true) or resume (paused=false) automatic edition transitions. While paused the active edition still runs its full term; only creation of the NEXT edition is suppressed at the boundary. Resuming restores the normal cadence.
