Override Edition Length (DEBUG/TEST ONLY)

DEBUG/TEST ONLY: override the GLOBAL edition length in seconds so the next transition recomputes from the override. Pass seconds=null to clear the override and restore the normal cadence. Rejected in production (T-12-07).
