List change feed

Append-only added/removed/changed diff feed for the restricted-party lists. Requires a plan with Restricted-party screening access (can_use_screening) — the Corporate & Supply Chain plan and above.

Window start YYYY-MM-DD (≤30-day window).

date_endstring

Window end YYYY-MM-DD.

Trailing N-day window (1–30).

Rows per page.

Pagination cursor (opaque offset).
