Record an inquiry from someone who is not a client yet.

Always answers 200 with the same shape, whether or not anything was written. A public form must not report on the org behind it — "no such org" or "we failed to create your deal" tells a stranger about internal state, and the visitor can do nothing with either. Failures are logged, not surfaced.
