Get Billing Plans

Fetch all billing plans from Clerk's Backend API.

This endpoint is public and does not require authentication, making it suitable for displaying pricing on public landing pages.

Returns: List of billing plan dictionaries

Raises: HTTPException: If plans cannot be fetched
