RockBLOCK webhook receiver

Receives MO (Mobile Originated) messages from the RockBLOCK webhook service. Verifies shared secret, hex-decodes payload, attempts SMAZ2 decompression, and publishes to MQTT hub namespace topics (mo/raw, mo/decoded, position).
