Free Compact Endpoint

Anonymous free hosted compression backed by private codag-drain.

This endpoint intentionally avoids the request-scoped DB middleware path. It validates/touches the anonymous token with one short checkout, performs drain work without holding a connection, then records metadata/archive rows in a background task with a separate checkout.
