Create Monthly Switch Portal

Open Stripe's confirmation UI for an annual → monthly switch.

This endpoint does not mutate the subscription. Stripe shows the customer the exact upcoming invoice/proration, handles payment authentication, and applies the update only after the customer explicitly confirms it.
