Enable VPC Connect

Enables PrivateLink (AWS/Azure) or Private Service Connect (GCP).

Note: Different parameters required per cloud provider:

• AWS: allowed_principals - Array of AWS ARN principals. See AWS PrivateLink documentation
• Azure: approved_subscriptions - Array of Azure subscription IDs. See Azure PrivateLink documentation
• GCP: allowed_projects - Array of GCP project IDs. See GCP Private Service Connect documentation
