Two-step delete. An active rule deactivates (200 with outcome "deactivated"); calling delete again on an inactive rule hard-deletes it along with its audit rows (200 with outcome "hardDeleted").

Response from DELETE /pricerules/{id}. Outcome is "deactivated" when the rule was active (now soft-deleted) and "hardDeleted" when the rule was already inactive (now permanently removed along with its audit rows).
