Disable/enable undialed recipients in broadcast

This operation lets the user to disable/enable undialed contacts in created broadcast

post/texts/broadcasts/{id}/toggleRecipientsStatus

Flag which indicate what to do with texts (true will enable texts in DISABLED status and vice versa)
