Creates or updates an Azure Pipeline.
put/subscriptions/{subscriptionId}/resourceGroups/{resourceGroupName}/providers/Microsoft.DevOps/pipelines/{pipelineName}

Name of the resource group within the Azure subscription.

The name of the Azure Pipeline resource in ARM.
