Re-run detection on the envelope under review

Re-triggers the detection pipeline for the token's envelope — the recovery path after a failed/empty detection or after editing participants. Allowed only in draft/review; rate-limited to 5 runs per envelope per hour. Manually placed fields survive re-detection (§6.7). Requires a read-capable token.
