Create a variable for an environment

Create a deployment environment level variable.

post/repositories/{workspace}/{repo_slug}/deployments_config/environments/{environment_uuid}/variables

This can either be the workspace ID (slug) or the workspace UUID surrounded by curly-braces, for example {workspace UUID}.
