`GET /internal/beacon/anchorset`

Return the live AnchorSet (model, dim, labels, unit-norm matrix) for the
Beacon add-on to analyze. Premium interaction, hence gated — the anchors are
open elsewhere, but feeding them to the Beacon add-on is the premium part.
